The new product was announced by Tesla's Senior Vice President of Engineering Drew Baglino, saying that this summer, the company is going to offer retail electricity plans to people who purchased the company's cars as part of reducing the cost of owning a Tesla.

The offer is limited to certain US states only, and you will have to live in an area in Texas that offers retail choice. You will also need a Powerwall installed in your home. You can check if the plan is available for you through the "Electric" banner found in the Tesla app.
Once you have been enrolled for the Tesla Electric membership, you can monitor the flow of electricity to and from your home. You can also see through the app what rate you will pay for the electricity, and how much will be credited to you when you sell to the power grid.
