AMD's hotfix is already available for download. Radeon Software Crimson Edition 16.9.1 adds optimization that provides stable performance with the advanced Microsoft graphics API.

According to PC Gamer, Eidos Montreal has already provided DirectX 12 support to "Deus Ex: Mankind Divided" by releasing PC patch 5 through Steam on Thursday, Sept. 8. The patch is accompanied by release notes that explain the fact that it is possible some very high-end graphics cards perform worse with DirectX 12 that they used to perform with the previous version of DirectX.

It is unclear whether Square Enix had access to AMDs hotfix in advance, however AMD has followed suit and has done its part by releasing the Crimson driver hotfix 16.9.1 in the same day, in order to support the API within the game. In terms of new features, this is just a relatively minor driver update. The only other new feature is a Crossfire profile for DirectX 11 in the game "DOTA 2", aside of bringing DirectX 12 support for "Mankind Divided" to gamers who use Radeon graphics cards.

According to the website tomshardware.com, some 144Hz "non-Freesync" displays would sometimes flicker on the desktop or in games and for FreeSync displays flickering on the desktop can be caused by refresh rate synchronization. The Radeon Software Crimson Edition 16.9.1 hotfix corrects both these display issues with the older drivers.

It is also reported that the hotfix driver addresses some bugs related to several games, including "Grand Theft Auto V," "Dirt Rally," "DOOM" and "Total War: Warhammer." An issue with GPU utilization remaining high when RX 400 series graphics cards resume from sleep and after running the SteamVR Performance Test is also corrected by the Radeon Software Crimson Edition 16.9.1 hotfix. Other problem addressed relates to the driver installation process crashing on computers with Crossfire configurations.
