Two ways to collect Dragon Balls is by defeating Conton City's AI Time Patrols and by farming them at the Parallel Quest 4. War-monger Time Patrols have blue symbols on their builds. These Dragon Balls will grant your wishes that include a money, strength, rare item, costume, growth, second life, beauty makeover, medals, Ultimate Attack, Super Attack and more playable characters.
