According to Segment Next, every shelter in Dead Rising 4 can reach level five. However, in order to upgrade every shelter, the player needs to find every possible survivor in that map. For example, in North Peak Emergency shelter, players need to rescue at least 10 survivors.

But the chances of upgrading the shelter in that particular part of Dead Rising 4 are small because there are not enough survivors in North Peak. The best way to get survivors is to build a shelter and start travelling to West Ridge.
