During a Governor's Summit that is meant to appoint new members of the Congress and the Senate, one of the governors expressed her concerns over Kirkman's motives.

One of Kirkman's buddies stands up to defend him saying that they go way back and he knows that the President is a "fine man." But at the same time, he reminds the President of the fact that other governors don't know him and this is the best opportunity to rectify that.

Since the task of filling the seats on the Senate lie with the governors, Kirkman needs to woo the governors to do their duty. One governor insisted that the President submit to their questioning and if they are "satisfied," he will get his appointees. With the fate of his new congress hanging in the balance, Kirkman may have no other choice but to submit to an interrogation with all 50 governors acting as jurors.

Meanwhile, Agent Hannah Wells (Maggie Q) made a surprising discovery about the bombing that took place at the Capitol. Could this change the dynamics in the new government and help President Kirkman gain more supporters? Or could this new discovery make it harder to rebuild the government?
