Dishonored 2 Death to the Empress mission is where you have to kill Delilah Copperspoon and take back the throne. Here's a Dishonored 2 strategy how to kill Delilah easily. Before you start that, however, say your final goodbye to Anton Sokolov in the cabin. You also need to forgive Billie Lurk aka Meagan whom you will meet again.
Once all these are done, go to Dunwall Street where you will find almost empty except for a handful of guards. Use Far Reach to climb wall and onto the roof in order to avoid the ghost wolves below. Make sure to collect all runes as the heart is already expiring.
Go to the upper streets of Dunwall and get some information from an Overseer, who will tell you that the streets are filled with Witches. Be strategic in using the most appropriate powers and abilities you have since this is your last mission. Enter the Green House which is on the right. Kill all the witches to get into the Tower yard. You'll encounter another bunch of witches there and you have to eliminate as well.
Get inside the Tower and choose whether you will use the elevator to face Delilah immediately or search the Overseer's Chapel to find out what she's been up to. Going to the chapel will lead you to a corrupted rune. Craft it and use it to end Delilah with her weird dream.
Go back to the elevator; however, there's no power. Go to the Security Room to locate the main power system. The place is filled with Witches and Clockwork Soldiers. You can either use Shadow Walk to go on a stealth mode and evade the enemies or fight them. Fix the main power line, go back to the elevator. Be careful before entering the elevator because there's a ghost wolf there. Kill it and head to the Throne Room.
Upon reaching the Dishonored 2 Throne, you will find Delilah something weird. Again, you have to decide whether you will kill her directly or knock her inconscious with the heart. If you choose the latter, go inside the painting to see what her plan is. Before you enter the painting, place the Corrupt Rune on the throne in order to get out of the painting.
Inside, you will encounter around 10 Delilah clones. Use the Doppelganger and kill them all. Go out of the painting and wait for her to re-spawn. Get behind her, kill, and knock off from the throne. Seal her into the painting permanently. After that, revive Corvo and watch all the cutscenes of all the decisions you have made and changed from Dunwall to Serkonos in Dishonored 2.
