Fallout 4 PS4 mods have been a rollercoaster ride for the users of the console. Although it's working as it should be, it can't be denied that the freedom it offers is relatively low (when compared to both PC and Xbox One). Nevertheless, there are players (heck, even Bethesda) who still hope that the limitations Sony placed will be removed. Because seriously, it just takes the entire fun away.
According to iDigitalTimes, as much as the studio would love to, removing the limitations isn't that easy. One is the main fact that it's not their decision to do so. Pete Hines once again shared his stance on this controversy. That, no matter what, "it isn't up" to them.

Hines, despite repeating it over and over again, made it clear to Fallout 4 fans (in PS4) that the root cause doesn't fall into them. Although they "tried," they were rejected -- by Sony, obviously. He even went to say that he would really "appreciate it if folks would stop asking" him about it.
In the past few months, many thought that PS4 mods won't arrive to the game. It was intended to be released earlier, but the studio decided to push it back for unknown reason that time. It was later found out that Bethesda is having some sort of problem with Sony in terms of accessiblity. Fast forward to today, the mods arrived, only with restrictions and limitations. Of course, this doesn't simply sit well to most fans.
While these have become a burden to Fallout 4 players who are using the tech giant's console, the weather is smooth for those who are in the Xbox One and PC platforms. What Hines is trying to say, though, is that the decision to change things isn't up to them. That no matter how they want to lighten things up, it's Sony that's hindering them from doing so.
So what does this entirely say to the gaming community in the aforesaid console? Well, it's simple -- Sony can basically put out restrictions and/or limitations as long as it significantly impacts their company policies. This is most especially if it hits their hardware sales.
