Apparently, the game developers visited and surveyed Bolivia for weeks, taking photos, video and talking to the locals.

Benoit Martinez, the technical and art director at Ubisoft Paris as well as the lead artist of Ghost Recon Wildlands said that they have chosen Bolivia since it perfectly matches the Tom Clancy game. "We know where it is, but not everyone's been there," he said. Apparently, that gave them much opportunity to create an environment that allows gamers to discover Bolivia and its culture.
