A Pokemon Go player was able to create a several Pokestops in the town where he lives. The method is completely legal but will take a few weeks to materialize.

Reddit user TheFarix said there were only three Pokestops in their small town. Pokemon GO players have been competing with one another just to get the needed items. He noticed however, that both Niantic games, Ingress and Pokemon GO, share some common ground. It seems a number of Ingress Portals also served as Pokestops at the same time. This gave him an idea on how to create a Pokestop.
Steps To Take In Creating PokeStops
Niantic is continuously adding "seed portals" to its Ingress database. This means establishments of significant importance that have no images yet. This includes government buildings such as police and fire departments and post offices. Pokemon GO players will need to join Ingress to see if any of their desired Pokestop location is available.
They will then need to take good and quality picture of the building or structure using Ingress and submit it to the culture/administration oriented portals. The picture should also have a decent description.
It is up to Ingress whether the pictures will be approved as portals or not. After approximately two weeks, those images may be converted as Pokestops or Gyms in Pokemon GO. Make sure that the picture is of high quality so that it will not be rejected.

First, sign up, download Ingress and get acquainted with it. Use your account to check the Ingress portal near you by using the game's map. Verify the desired portals and if no images appear, you are in luck. You can then submit your own picture for that portal you want converted as a Pokestop.
